Upcoming Plan Approval
The This Is Home community vision plan for Home Place was used to inform an investment strategy and policy guidance summarized by a Home Place Subarea Plan. This Subarea Plan serves as an amendment to the Carmel Comprehensive Plan and has been reviewed by both the Carmel Advisory Plan Commission and the Carmel City Council as part of the public adoption process.
An initial public hearing was held by the Plan Commission on Tuesday, July 15, 2025, at 6:00PM in the Council Chambers at Carmel City Hall. Members of the public were in attendance, with some providing comments. Since then, the Home Place Subarea Plan has been discussed and refined across four Commission Committee meetings and received a favorable recommendation by the Plan Commission to advance to the Carmel City Council.
On May 18, 2026, the Carmel City Council approved the Home Place Subarea Plan with revisions. The revised May 2026 version of the document will now return to the Plan Commission for ratification at its June 16, 2026, meeting at 6:00 PM in the Carmel City Hall, 2nd Floor Council Chambers. Check back here for further updates and watch for Meeting Agendas (linked here). All meeting files (linked here) can be reviewed online. Video recordings of meetings can be viewed at the City of Carmel YouTube page.
Formal City of Carmel approval of the This Is Home community vision plan will move forward following adoption of the Home Place Subarea Plan.

This Is Home Place Background
Carmel adopted its current Comprehensive Plan in December 2022. A critical component of that Plan is to create Sub Area Plans throughout the city. Home Place was one of the first Sub Area Plans to be developed. While the Sub Area Plan will be amended into the Comprehensive Plan, this planning process provides an even deeper understanding of Home Place’s needs and opportunities while reinforcing the community’s unique identity. It is a plan for and by Home Place.
